На основі цього визначено головні можливі проблеми та перспективи розвитку металургії України в коротко- та довгостроковій перспективі за умови підписання Угоди про асоціацію з ЄС з акцентом на екологічному й сировинному аспекті діяльності галузі. На основе этого определены главные проблемы и перспективы развития металлургии Украины в кратко- и долгосрочной перспективе при условии подписания Соглашения об ассоциации с ЕС с акцентом на экологическом и сырьевом аспекте деятельности отрасли. Ключевые слова: металлургия, Европейский Союз, интеграция, Соглашение об ассоциации с ЕС.; The current state of the steel industry in the EU is analyzed. It is revealed that to date, despite the presence of strong competitive advantages in industry, a number of negative trends has seen, which are expressed in the reduction of the volume of production, consumption, exports and imports of steel products, shortage of raw materials, reducing intra-regional marketingof metals, layoffs of workers. Due to the worsening of main performance indicators of EU metallurgy a series of regulations is adopted by the European Commission aimed at solving the most pressing problems. The key documents concerning the general economic, social, resource and environmental issues are “Action Plan for a competitive and sustainable steel industry in Europe”, “Raw Material Initiative”, and “Directive of the European Parliament and of the Council on industrial emissions (integrated pollution prevention and control)”. Based on the consideration of substantiveprovisions of these regulations in this article the problems and prospects of development of metallurgy in Ukraine in the short and long term outlook are given subject to signing the “Association Agreement between the European Union and its Member States, of the one part, and Ukraine, of the other part” with a focus on environmental and raw aspect of the industry. It is revealed that the main risks for the domestic steel industry may lie in the limitation ofsteel products sales, the need to implement a large number of European legal documents, and further consolidation of the role of the Ukrainian raw materials appendage. The main advantage of signing the Agreement for the Ukrainian steel industry consist in likely accelerating the modernization of metallurgical production as to meet European standards in product quality, energy efficiency, and environmental protection. It will provide quick reaction and effective response to competition changes in international markets. Therefore, capacity and outputs comparison system, enterprise operational management effectiveness evaluation and diagnostic are urgent issues in circumstances of competitive pressure. The goals of the research are to choose an actual criterion of enterprise foreign-economic management effectiveness and to form an integrated approach to the operational management evaluation based on managerial specifics. Different approaches to the enterprise effectiveness rates systematization were investigated. The method of the operational management evaluation based on program-target approach and the fussy logic using was offered. The estimation of management system rank was conducted with synergistic result of several elements interaction measurement. As a result of the research an integrated index was offered. Its advantages are using simplicity, fast reaction to enterprise state changes and taking note of contributory managerial specifics under the competitive environment pressure. The key issues and the threat of a reorientation of national science at solving the problems of innovation development of other countries are highlighted. The main causes of these problems are formed. Basic developments and programs in the state formation of innovation policy are considered as well. The study conducted a comparison of scientific and innovation development indices in Ukraine with some EU countries. The innovation activity in the market of services in Ukraine by the volume of expenses on technological innovations, type of expenses, and economic activities of enterprises is analyzed. It also analyzed the distribution of innovation services sold by enterprises with technological innovation in terms of novelty level and economic activities. The findings formed the main problems and directions for their solution in the innovation development of the service sphere enterprises in Ukraine. Ключевые слова: инновационное развитие, промышленность Украины, машиностроение, инфраструктура.; The article considers the control problems of innovation development in the industry of Ukraine. A number of threats to the adaptation of innovation development of the country to the terms of interaction with the innovation potential of other countries are defined. The main causes of these problems are formed. Also the principal developments and programs in government formation of the innovation policy in industry are considered. This research analyzes the current development of innovation processes in the domestic industry and found that it is at a rather low level. This is evidenced by the low rates of innovation activity and volume of expenses on technological innovations and their effectiveness, poor use of scientific potential of the country, lack of innovation infrastructure. It is established that the independence and initiative of enterprises in promoting innovations are paramount. At the same time taking into account the tight nature of the economic reforms carried out it is proved that the indifferent attitude of the legislature to the flow of innovation processes seems disastrous. Mechanical engineering requires state support and laws that provide real guarantees and incentives for domestic and foreign investors in innovation activity.
