This paper analyzes the experimental and theoretical background of possible existence fields of living matter. Our analysis suggests that the electromagnetic field of living the matter is associated with self-consistent fields of aqueous solutions of electrolytes, which are present in almost all parts of living tissue. Nonequilibrium radiation of biological objects are determined by changes in the equilibrium values of the concentrations of ions, which is accompanied by transition of ions from a state with one interaction energy in a state with other the energy.

In work the analysis of typical features and system requirements of the chemical enterprise is carried out. The enterprise as object of protection against occurrence of technogenic failure is considered. Processes occurring at the enterprise are investigated. It is made for the purpose of formation of certain criteria of conformity. On the basis of criteria on which basis functional models of increase of safety of the chemical enterprise are offered. Information models and algorithms of formation of a control system on the basis of pulse protection frames from explosion and a fire are offered by pulse multiplane protection of the chemical enterprise.

The paper investigates the economic component for reagent processing substandard phosphorus containing pesticides on example pesticide dimethoat. Budgeted costs for all types of recycling pesticide and calculated the possible gains from the sale of secondary products. The coefficient of efficiency of processing reagent to obtain as a secondary product additive for lubricants ZnDTP is 9, 48.
