Визначено її мету, завдання, принципи, об’єкти і суб’єкти регулювання використання водних ресурсів в індустріальному секторі та інструменти економіко-екологічного регулювання водоохоронної діяльності виробничих підприємств.; The article discusses the prerequisites for modernization of water resources management at industrial enterprises, as the introduction of new principles of management dramatically changes the territorial organization of the industrial sector in Ukraine, resulting in changes in its consumption of water resources. Using a global approach, an industrial water management system has been developed that is fundamentally in line with the interests of enterprise administration, environmental authorities, and local communities and has minimal environmental impact. Its purpose, objectives and principles are defined. The objects of management in the system are all types of industrial water use, as well as the climatic peculiarities of the territory and the water management infrastructure used by production structures. The subjects of regulation of the use of water resources in the industrial complex are considered. Special attention is paid to the instruments of economic and environmental regulation of water protection activities of manufacturing enterprises. Among them are legal, financial and economic, administrative, information, technical and technological, innovation and investment. An important requirement for the system of planning, regulation and control over the use of water in the industrial sector of the Ukrainian economy is its flexibility, because its organizational structure must provide prompt response to changes, both external and internal environment, and be able to adapt quickly to them. Thus, the formation of an industrial water management system is a complex and multidimensional process that depends on the sustainable development of the entire economy of the state and the protection against threats and dangers posed by future climate change on the planet.

Запропоновано основні напрями вдосконалення економічного механізму розвитку меліорації.; The necessity of a fundamentally new approach to the formation of a water management system and state regulation of water use has been proved in order to achieve sustainable water use parameters in the agricultural sector of the economy. The principles of integrated water management in irrigated agriculture are defined. It is shown that the formation of the model of integrated management in the water management and reclamation complex requires the introduction of organizational and economic innovations, changes in the institutional environment, transformations in the organizational structure of agricultural enterprises and public authorities. The essence of transformations of the irrigated agriculture management system is disclosed, which involves the transfer of irrigation systems management from state structures to non-governmental organizations. In this case, the transfer of powers and responsibilities from state structures to non-governmental organizations can be carried out with the transition stage of joint management, which is the most rational in the current conditions. Found that the formation of effective management system is impossible without institutionalization of a wide spectrum of forms of partnership relations between different objects of functioning. It is shown that the reforming of irrigation systems management should be carried out on the basis of decentralization with the transfer of water management and water operations to water, this will ensure that water resources and irrigation system infrastructure are managed effectively at the lowest level. The basic directions of improvement of the economic mechanism of development of reclamation are offered.

Запропоновано застосувати єдину термінологію в містобудівній та землевпорядній документації для розроблення спільного закону України про планування і забудову земель та їх раціональне використання, а також удосконалення кадастру щодо єдиної бази всіх просторових об’єктів.; In the process of decentralization of power, where land management powers are transferred to the community, it is an important issue to establish perfect institutional support and a transparent mechanism for managing land resources. There are several aspects in the management system, but the most important of them is the organizational one, as it should reveal the functionality and parameters of the spatial entities on which the corresponding management decisions are based. In Ukraine, an interdepartmental approach to the land management system leads to the formation of different characteristics of a single land plot that require further consistency between different institutions on the legislative and regulatory basis. In order to improve institutional interaction, the essential features and peculiarities of the concepts that underpin the organizational mechanism for managing land resources were investigated, namely, the "main purpose of land"; "Purpose of land plots"; "Functional land use" and "functional purpose of the territory". The article presents the scheme of influence of the organizational mechanism on the distribution and use of land resources. The table of application of the concepts of "purpose of land plots" and "functional purpose of territory" was also compared. To solve the main problem, it was proposed to use a single terminology in town planning and land management documentation where the basic categories should be "land" and "land"; attention is paid to the need to develop a common law on land management and urban planning of the Law of Ukraine on land planning and construction and their rational use; a measure to improve the land code and land cadastre was proposed.

Визначено показники для розрахунку індикаторів інноваційно-інвестиційного розвитку за видами промислової діяльності. Обчислено індикатори за авторським методичним підходом і здійснено ранжування видів промислової діяльності залежно від рівня розвитку їх інноваційно-інвестиційної діяльності.; It seems that research of innovation-investment development of industrial activities in the context of ecological and technogenic safety is of particular relevance. The state of innovation and investment development of potentially dangerous enterprises in the types of industrial activity is analyzed. Indicators for calculation of indicators of innovation and investment development by types of industrial activity are determined. A methodological approach for the calculation of innovation and investment development indicators is proposed. Indicators have been calculated and the types of industrial activity ranked according to the levels of development of their innovation and investment activity. It is proved that the innovation and investment development of the majority of potentially dangerous industries is low, the dynamics is unsatisfactory. This is especially the case for industries that account for most of the pollutant emissions from production activities: electricity, gas, steam, and air conditioning and extractive industries. In forming the mechanism of innovation and investment development of potentially dangerous industries, it is necessary to take into account the factors of environmental and man-made risk, the conduct of environmental expertise on the conformity of design and actual performance indicators of equipment. It seems that the main tool for correcting the current state of innovation and investment development of the industry is a prudent state policy, which should be aimed at improving legislative and regulatory acts to reduce the financial burden of enterprises, increase the interest of enterprises in the implementation of innovation, private investors in their financing.
